With their resources being limited, the trio must not only figure out how to locate a local drug dealer name Candy Duncan, but they must also sort out how to fund their investigations. For Jobe, the problems are compounded yet again, as he must learn how to care for two children. Amid car chases and gun fights, Jobe must also deal with nightmares and fits of crying from both of his young charges, and though Jobe is not remotely qualified to act as a foster parent, the role has still been forced upon him by circumstance... or is it destiny? Gavin Lebowitz, the FBI agent who Davis met at the conclusion of The Lesser of Two Evils, has been investigating the links between the abductions of Gene Stoffel and Neal Mosely. But in researching Gene's file, he begins to notice the incosistencies in Davis' final reports concerning Wendy. Gavin does a background check on her and learns of her past connection to Marcus Trent, a serial killer in Scottsdale Arizona who local police had claimed was killed by Wendy when she was eight. So when a new serial killer appears in Odessa, Gavin rightly suspects that Wendy is in the city, and he makes plans to intercept her before she gets herself killed. The group behind the abductions has also noticed Wendy, and they stage an attack that exposes Jobe and Wendy both to the police, the local media, and the FBI. In spite of the extra attention, Wendy is determined to see through her investigation. She is obsessed with reaching the killer first in the hope that she will be able to read his thoughts and find out if he remembers the men who abducted him. The final complication is the killer, initially dubbed "mad dog" by the local police, who is so unlike the two previous killers in the FBI records that no one knows quite how to deal with him. He is feral, unpredictable, and completely insane, and even the group overseeing the experiment has lost track of his movements. Amidst all of this chaos, can the trio of vigilantes hope to find the mad dog killer and avoid capture? Will the killer have any answers for them, or will the investigation die with him?
